Raisio Oyj: Raisio strengthens the role of Nokia Mill as a hub for international oat growth

The new laboratory facilities completed at Raisio Group's Nokia Mill are part of a long-term investment programme through which the company has strengthened its oat expertise, production capabilities and foundations for international growth. Since 2018, investments at Nokia Mill have focused on modernising production, enabling the production of gluten-free oats, increasing capacity and developing energy solutions. The total value of these investments is approximately EUR 19 million.

The investments at Nokia Mill have been driven by the strong international growth in demand for gluten-free oat ingredients and healthy snack products in recent years. The new laboratory building was completed in spring 2026 as part of the mill's ongoing investment programme. The new facilities support quality management, production operations and their continuous development.

Nokia Mill produces all of Raisio's flake products as well as rye and oat flours. The mill's production lines manufacture both consumer products sold under the Elovena® and Nalle® brands and grain-based products for industrial and bakery customers. Raisio Food Solutions exports gluten-free oat ingredients produced at Nokia Mill, including oat flakes, flours, groats and bran, to international markets. Approximately 60 employees work at the mill.

An important part of international growth

"Oats are one of the most important growth categories in the European food market, and there is strong demand for Finnish oat expertise. The strategic importance of Nokia Mill to Raisio and to our Breakfast, Snacking & Food Solutions business has increased significantly in recent years. Through these investments, we have strengthened our capabilities to grow the business internationally," says Noora Pöyhönen, Chief Business Officer of Raisio's Breakfast, Snacking & Food Solutions business.

International growth in breakfast and snacking products is one of the three focus areas of Raisio's strategy. In recent years, Elovena® products have been introduced to several new European markets, further strengthening the role of Nokia Mill within Raisio's production and supply chain network. The latest export markets include Spain and the Netherlands.

Long-term investments in Nokia

The investment cost of the new laboratory building completed in spring 2026 was approximately EUR 1.5 million. Since 2018, Raisio has invested a total of approximately EUR 19 million in Nokia Mill.

The most significant investment during 2018-2019 focused on modernising production and increasing capacity at the oat mill. The investment enabled the production of gluten-free oat products and oat fibre concentrates. Further investments aimed at increasing production capacity were made in both 2022 and 2025.

Other important capability-building investments include a new packaging line commissioned in 2021 and a new production line for instant oat meal products completed in 2024.

Nokia Mill's energy solutions were renewed approximately five years ago. In summer 2021, a new heating plant was commissioned at the site. The plant utilises oat husk, a side stream generated in the milling process, to produce heat and steam. The heating plant has proven to be an effective way to ensure both responsible and cost-efficient energy supply.
